CivicSD Confirms Manchester Pacific Gateway Project

On December 9th Civic San Diego confirmed that the proposed Manchester Pacific Gateway project is consistent with the terms of an agreement struck between the City of San Diego and the US Navy back in 1992. The original agreement defined and specified the terms for the future development of an eight block area of downtown bounded by Broadway, Pacific Highway and Harbor Drive known as the Navy Broadway Complex (NBC). In March 2006 the Navy selected Manchester Financial Group and Manchester Pacific Gateway, LLC to be the developer of the NBC. The 1992 agreement between the Navy and the City allows the City to exercise an element of design control over this important area of downtown located adjacent to the Embarcadero, the cruise ship terminal, Broadway pier, the soon to be completed 400 room Lane Field Hotel, the Midway Museum and Bosa Development's most recent under construction residential condo project Pacific Gate. The development of the NBC will include the installation of E, F and G Streets between Pacific Highway and Harbor Drive which will allow for much improved access to the waterfront. Additionally, the development agreement stipulates that the project should include setbacks to provide open space and pedestrian access and also additional design elements that bring together the interior and exterior elements of the buildings. As currently envisioned the project will include seven buildings containing up to 1,645,000 square feet of office space including support retail space and a new Department of Navy headquarters building; up to 1,220,000 square feet of of hotel space including approximately 1,390 hotel rooms; 40,000 square feet of of museum space; 25,000 square feet of additional retail space and approximately 2,900 parking spaces. The building heights will step down from east to west and as they approach the waterfront from north to south with the building heights ranging from 400' to 135'. The project will also include a 1.9 acre park proposed for the corner of Broadway and Harbor Drive. The project is projected to generate approximately 2,443 construction jobs and 3,920 permanent jobs.
